Dr. Cindy Cutright, Clinic Director, Director of Clinical Services
Dr. Cindy Cutright, PT, MBA, DPT
Education: Cindy graduated from the University of Baltimore with a B.S. in Physical Therapy. She also received her M.B.A. from Strayer University and her Doctorate of Physical Therapy from Shenandoah University. Cindy is a Board Certified Direct Access Provider.
Specialties: Cindy has over 30 years experience in outpatient physical therapy. She has treated patients as young as 5 months and as old as the mid-nineties. She has a strong background and interest in spine and muscle imbalance problems of the cervical, thoracic and lumbar regions, including treating headaches. She is very experienced in sacroiliac problems, including chronic cases and pregnancy related issues. Cindy also enjoys and is experienced with pediatric patients including developmental delays, cerebral palsy, torticollis and head injury. She is also experienced in treating a variety of upper and lower extremity problems such as rotator cuff injuries, ACL injuries, and total knee replacements.
Fun Facts: Cindy is an Anglophile. She loves to vacation in England and enjoys reading books on English history. Cindy has a cat named Fantasy, who loves to play! She’s also a big Nationals baseball fan—Go NATS!
Dr. Haille Hatter, Physical Therapist
Dr. Haille Hatter, PT, DPT
Education: Haille graduated from Lynchburg University with her Doctorate in Physical Therapy in May 2025. She completed her undergraduate work at Virginia Wesleyan University with a Bachelor of Science degree in Biology and minored in psychology.
Specialties: Haille has a strong interest in orthopedic and sports injuries. As a former collegiate athlete, Haille has strong background in field hockey but also has special interest in soccer injuries. She also enjoys working with the younger pediatric population.
Fun Facts: Haille is a former DIII college field hockey player. She also played soccer, ran cross country, and track for years competitively prior to college. Haille loves to be active, run, hike, and explore the outdoors. She still joins in rec leagues and will occasionally sign up for a race.
Dr. José Soto, Physical Therapist
Dr. José Soto, PT, DPT
Education: José graduated from Howard University with his Doctorate in Physical Therapy in December of 2024. He completed his undergraduate work at the University of Lynchburg with a Bachelor of Science degree in Athletic Training in May of 2017.
Specialties: José has a strong interest in orthopedic injuries and is passionate in helping his patients of all ages return to their daily lives and hobbies. He will start the Jackson Clinics Orthopedic Residency in January 2026 to work towards becoming a board-certified Orthopedic Clinic Specialist (OCS). He hopes this experience and expertise will further his knowledge and better serve his community.
Fun Facts: José enjoys spending time outdoors, attending concerts, and exploring the DMV. He also plays in a recreational soccer league and has been playing since he was 5. He also goes back home to Virginia Beach to visit his family and spend some time in the water.
Dr. Stephanie Budrock, Physical Therapist
Dr. Stephanie Budrock, PT, DPT
Education: Stephanie graduated from The University of North Texas Health Science Center with her Doctorate in Physical Therapy in May 2025. She completed her undergraduate work at Goucher College in 2017. Stephanie has been a member of the APTA since 2022.
Specialties: Stephanie is a former professional soccer player and has a strong background in sports and orthopedic injuries. She had professional contracts playing in Italy, Sweden, and Australia. Her personal experiences with playing soccer at the highest level allows her to truly understand her patients and their goals. She has a strong interest in helping her patients return to the sports that they love but also enjoys working with patients of all ages and ailments! Stephanie also has previous experience working with professional athletes on and off the field. She completed an internship with FC Cincinnati of the MLS while attending UNTHSC. Stephanie will be joining the Jackson Clinics Sports Residency this August 2025 to work towards becoming a board-certified Sports Clinical Specialist (SCS).
Fun Facts: Stephanie is a fan of all things sports and outdoors. She is an avid snowboarder, hiker, runner, and continues to play soccer semi-professionally. Stephanie is also a fan of the NJ Devils, Dallas Cowboys, and NY Yankees.

Fun Facts: Emmanuel has been passionate about sports his entire life, with soccer being his first love. These days, he prefers playing indoor soccer to avoid the heat and often joins his friends for basketball games. A well-rounded athlete, he enjoys staying active through any sport or activity—even chess, which he considers the ultimate mental workout.
Nesreen Abuhaija , Exercise Specialist
Nesreen Abuhaija
Education: Nesreen graduated from the University of Virginia with both her bachelor’s and master’s degrees in May of 2025. Her bachelor’s was in Kinesiology, while her master’s was in Exercise Physiology. Nesreen is an aspiring PT, so there’s more school coming!
Specialties: Nesreen has a special interest in pediatric PT! She loved working with the little ones at UVA children’s hospital during her time in undergrad, which is where she decided her future career. Additionally, Nesreen focused her research on ACL injuries in female athletes, investigating the surgical and rehabilitation methods with the most favorable outcomes.
Fun Facts: Nesreen played and coached volleyball before starting college, and now it’s her favorite pastime. She also enjoys various forms of art, like painting, crocheting, and cross stitching.
